First and foremost no side of Detroit is better than the whole from which the side comes. So, the Westside is not better than the Eastside and the Eastside is not worse than the Westside. Cooley, Law School Aspirant in 2009. _________________________ What prompted Burgess Foster to "throw his name in the hat" for Detroit City Council 2009 race was; the quasi negligence of the current Council to "aggressively" represent the citizens as the Detroit City Charter stipulates in the "Declaration of Rights" (Pt. II, Home Rule Charter). Instead the Council, as a group, and individuals in particular, has performed in a lack-luster way voting recently to keep Detroiters from voting for Council by Ward or District, by a Detroit City Council vote of 4/3 despite a formidable petition drive by Detroiters proposing Districts or Wards. And men like U.S. Senator Zachariah Chandler (b. 1813-1879), shortly after the founding of Michigan as a State, he settled here. Zachariah, whose last name gives the City of Detroit-Chandler Park and Chandler Drive on the Eastside, was one of the Radical Republicans who was a devout Union man during the Civil War. A man who personally fought to end Slavery, and is considered by Mr. Foster to be a humanitarian as a "Station Manager" on the underground railroad, and furthermore for his beliefs on African American equality-both socially and legally! He was present with Benjamin Wade (b. 1878-1878) of Ohio at the Battle of Bull Run. Some even claim he is the reason why the North and the South went to War (instigated by the infamous Blood Letter wherein he expressed vituperation about the South's treason) because he was tired of the Compromises of 1820, 1850, and 1854. He was a man that stood for Change when it was widely unpopular like Barack Obama did in 2008! How many of you in Detroit have heard the expression "In this Corner, the Heavy Weight Champion of the World ... Well, these words which describe the elite of the boxing world can also apply to our city. Detroit-a champion- who has been knocked down, but not out! A champion city that seems to rise to the occasion (or from the ashes as our city motto suggests), to defeat the naysayers and detractors who believe that Detroit cannot effectively manage public affairs efficiently, and as as a result claim Detroit is down for the count! As Mr. Foster petitioned across the (313)DET-ROIT canvassing for the nearly 500 signatures he would need to secure a nomination to the ballot N 2009. He spoke to the City! He encountered everyday people who expressed their disdain for the current public managers on the Detroit City Council and in the City Executive's Office from 2001-2008. They shared disappointment in the former Mayor who was gifted with a great number of skill sets, but who had to resign due to the Court of Public Opinion about his management decisions while residing at the Manoogian Mansion. Citizens expressed their contempt also in the current Mayor for keeping over 70 of the ousted Mayor's cronies. This is in keeping with President-Elect Barack H. Obama's plea to develop more personalized medicine that uses a plan of care that looks at the patient holistically. Community Health Clinics have been providing urgent primary care where the indigent or the under-insured or the uninsured have not been able to get such care. "For those in poor urban neighborhoods ... the clinics are often the only dependable providers of basic services like prenatal care, childhood immunizations, asthma treatments, cancer screenings and tests for sexually transmitted diseases." Detroit, then would qualify for federal dollars to enlarge and update its new Community Health Center known as Herman Keifer.This might be a way to help stimulate the economy. Detroit could raze the facility and create hundreds of jobs in construction to build the new facility that will take the city into the next century. I would propose naming the new facility the "Keifer-Vincent Health Clinic." Dr. Charles Vincent being one of the first African American Obstetricians in the City who who worked at Hutzle Hospital, who incidentally delivered this candidate on his first birth date. The facility's mission as a communicable disease clinic and primary care facility warrants that an investment be made in Detroit's infrastructure to service this grave need. Imagine a state of the art facility where the indigent could get dental care, annual health screenings, and pharmaceuticals at rock bottom prices they could afford this with small co-pays of less than $20.00 if you are on welfare (we could even partner with a Michigan based pharmaceutical provider to manage our pharmaceutical services, like CVS(TM)). The healthcare sector by the way is one of the fastest growing employment sectors in the USA! H.) Meijers is headquartered in Michigan and yet the largest city in Michigan-Detroit-does not have one. Motown is the 10th largest city in the nation. I agree with Mr. Burgess Foster, we need to have our own everything like Warren and Sterling Heights, Michigan in Macomb County and Troy and Southfield, Michigan in Oakland County." Cheynise Miller, another supporter of Mr. Foster's petition, echoed the sentiment "It seems L. Brooks Patterson said recently that Oakland County is not Detroit's ATM, but it seems that Detroit supports Oakland and Macomb Counties with our earnings towards retail purchases (and not vice versa), since we do not have many of the national franchises or outlets that should be here, that those counties do, to retain the billions of dollars earned in Detroit, to sustain our city! So, money made in Detroit leaves Detroit at a rate near the speed of light headed for neighboring malls and retail centers! This is partly do to a City Council that seems to not be friendly to small businesses, according to the Mackinac Policy Institute, and this results in a dearth of entrepreneurship to provide these pent-up services that are in demand, but not being offered. If Detroit already had dozens of national franchises and several big box retailers [I agree with Mr. Foster] thousands of jobs could have been created!" Ladies and Gentleman, another reason the candidate decided to run was the economic indicators that show Detroit's dismal rust belt city performance. Detroit has the highest unemployment rate in the State with a population over 100,000. Detroit has the highest unemployment rate in the country with a population over 250,000! Ergo, Detroit cannot afford to tell any industry or company that would like to locate here we do not need their business! We have to "aggressively" recruit companies to come to Detroit instead waiting for them to come calling on the 313! Mr. Foster will be a chief-cheerleader for Detroit-developing it, improving it, promoting it, to the fullest! Detroit Needs Jobs!!! It would work like earned income credits work. You, conceptually, would be given a credit at tax time that you could take with you to an electronics dealer in your economically depressed city or rural area, and purchase a computer, and internet connection for one year. This would allow, in my estimation, one third of the single parent moms to now be able to take online courses and work towards getting an Associates Degree. President Elect Obama should give more federal dollars to universities and community college that increase their capacity via online course offering and degree offerings. This would extend the possibility of a college education to those unable to do so due to facility limitation and a lack of seats to take courses in a brick and motar setting at your typical Wayne State University or Wayne County Community College, traditionally speaking. In about four to eight years you might see more entrepreneurial activity and less unemployment...not to mention that a technology credit would generate about $20,000,000,000 in the economy on computers (5,000,000 people spending $1,000.00 each over four years) **Platform**Clever Industry Taking close down schools and selling them to online universities like University of Phoenix (www.Phoenix.Edu); Capella University (www.Capella.Edu), Walden University (www.WaldenU.Edu), The University of Maryland-University College (www.UMUC.Edu), Western Governors University (www.WGU.Edu). This way the city of Detroit could garner some needed revenue for the sale of the facility at a fire sale price of say 5million per school. As a result the city would start to receive property taxes on said physical plants. As a matter of course you stipulate that because of the sale price being so low the purchaser must put an equal amount into the renovation of the building and must use Detroit based companies to do the work-indeed, too clever! **Platform**Innovation Here's my Equity Zone Idea: HUD partners with the City of Detroit. We take 10,000 homes that are salvageable that the city has ownership of. HUD grants us 200,000.00 for refurbishing. All refurbishing must be done by local, city owned, plasters, painters, carpenters and the like. Putting the skill trades people to work. They must have these houses up and running for occupancy in 18 months. At the end of the remodeling period-these 10,000 homes or this $200,000,000.00 development will go to a lottery for first time home buyers: no credit check, no interest or amortirizaion-straight rent to own. 10,000 people will be chosen out of 30,000 applicants-PriceWaterHouseCoop ers or Ernst and Young can certify the result for objectivity. All the former or erstwhile renters have to do is pay the flat rate rent of $700.00 per month and one third of the required property tax. So if the house was liable for $1,000 a year in taxes that person would pay $9,400 each year for ten years and at the end of the 120 payment-only-the house would be tranferred to the ertswhile renter who is now a home owner. The benefit to the city: 10,000 homes that were vacant are now occupied. Parcels/Dwelling that probably needed fire trucks dispatched to them intermittently-but offered no ad valorem taxes now generate revenue for the city. 10,000 times $300 is $3,000,000.00 now multiple this by 4 and you have the potential to foster equity amongst the hoi polloi. Innovative for sure. This is what I bring to the table-continuous innovation-more industry-better ideas (My mission). **Platform**Clever Industry Whether you make ethanol from corn, sugar or grass, the end game is the same-no distribution. The current big three: Exxon(TM), BP(TM), and those other guys have a lock. Almost none of their pumps are dedicated to an alternative fuel!! How is this improving the quality of life across the industrial heartland! President-Elect Barak Obama could easily invigorate the economy by calling for 2,000 new Butanol/Ethanol only gas stations-this would put pressure on the Crude Oil stations serving only 93, 92, 91, 89, and 87 to lower their prices despite what a barrel goes for if it knows cars could run on both. He could easily, with the stroke of is pen-initiate an Executive Order mandating that all gas stations use a mixture of 33% alternative fuel: Butanol or Ethanol--this will drive down the price per barrell while concomitantly fostering the engine technology that will propigate the consumption. Brazil has been so mandating this for years and has resulted in that nation-state's comparative and competitive advantage. Question: Do we have the technology to allow engines to get a long life and burn two different grades altogether? Answer Yes We Can!...Not just premium or regular unleaded, but buthanol/ethanol and premium too. Question Is engine technology here? Answer Yes, and it can improve! Well, Bob Lutz, President of N.A. Ops for GM says "Car technology is ready to go" He intoned this at an auto show interview not too long ago. These new pump distributors should use switch grass or import from Brazile and use the sugar cane based ethanol or Dupont technology for Butanol as it is less taxing on the environment. Also, President-Elect Barack H. Obama should not give these new credits to any of the big three crude oil distributors, this way, they cannot monopolize the prices. The President should consider issuing 400 credits to own and develop 5 stations each to minorities who do not own the distribution for gas in the communities in which they live-to spur entrepreneurship amongst the underclass. These green ventures or future energy depots should be located in the 25 largest cities in the USA." This new FE stations (Future Energy) could also incorporate recharge outlets for the electric vehicles like the all new Ford Fusion(TM) due to launch in 2010. These new combo stations should be launched in Rust Belt cities to give their economies a chance to catch up. Cities like Detroit could dictate policy that they will pass a moratorium on all new gas stations unless the operations meet the above criteria. Also, the City of Detroit could push the new technology by only placing orders for fleet vehicle sales for hybrid cars, e.g., the Ford Fusion. He says "When I am elected to the Detroit City Council this is the policy I will advocate for!" **Platform** Creative Idea Let L. Brooks Patterson and Pontiac have the State Fair every year for the next 100 years-maybe they can put the Michigan State Fair in the Pontiac Superdome! he explains why in a moment! Let's turn to the Lions. And even though the Lions have not played well in years, Mr. Foster is proud as a Detroiter to have them "actually" play in the city that bears their name! Win, Lose or Draw they are Detroit's NFL team and Mr. Foster will always be a fan of any team that actually plays in Detroit! The sentiment is growing across the 313 to discontinue the State Fair in Detroit Michigan!! Detroiters need jobs!! Take the land at this vital corridor and intersection of Woodward and 8mile and level the site to be home to Detroit's first MALL (G.reat M.all Retail Complex)...proof of Mr. Foster's continued out-of-the-box thinking. Detroit has no economic retail centers on the scale of a Fairlane, Oakland Mall, Great Lakes Crossing, Northland, Eastland, etc. Detroit needs to develop a better land use strategy instead of giving enough acreage away to build an amusement park to "one" church, when that land could have been developed to bring hundreds of jobs to the city of Detroit! Nothing against helping out churches, Mr. Foster is a spiritual man, but not religious. He loves God, and he will come to represent the entire city of Detroit, when he is elected in August and November of 2009, not an oligarchy (power by the few) or plutocracy (low social mobility and economic inequality) or even a netocracy (a perceived global upper-class that bases its power on a technological advantage and networking skills) across 8mile. He says Detroit needs representation that will help Detroiters become entrepreneurs and move away from the crony capitalism that seems to pervade the city. Detroit needs retail magnets to draw folks across metro Detroit. A city of Detroit's stature-in Americana-historically or any city with slightly less than a million residents should have more than 12 movie screens (4 in the Renaissance Center and 12 at Van Dyke and 8mile). Detroit is large enough to have an additional 32 screens! Fred Meijer's is headquartered in Grand Rapids, Michigan and there are no Meijiers' in Detroit! And Detroit is Michigan largest city! Cease and desist with the State Fair and regain that land and put it to better use. Land is a vital resource in trying to jump start and stimulate the Detroit economy! If you want someone who is going to speak up and aggressively represent the city in a professional and methodical and scientific way then vote for Burgess Foster For Detroit City Council 2009. Mr. Foster wants to see half a dozen big box retailers in Detroit, Michigan, especially two at the State Fair Grounds! **Platform** Creative Idea The candidate supports services like allowing all Senior Citizens the ability to ride D.O.T. for FREE. When you have worked your whole life and are at the Social Security age of 63+ you should not have to pay to ride public transportation in the city of Detroit! AARP Should love him for this! **Platform** Continuous Innovation It will be a special project for the Candidate to re-institute the Summer Employment Youth Program by directing his staff to work funding this with a federal grant, in addition to the monies the Skillman Foundation has received for a similar purpose (approved April 2009; http://www.skillman.org/browse -grants/). This is where the Candidate received his first job as a Street Law Intern with Wayne County Neighborhood Legal Services under the Direction of Linda Bernard and then Program Director, the late, Co-Pastor, April Howard-Coleman. Young Municipal Center and if they are not registered, they will be encouraged to register in his office because if you are not registered to vote how can you cast a vote for the Candidate that is trying to help you? Mr. Foster has talked to countless businesses across the (313)DET-ROIT district. For example, there used to be twenty-eight Midas(R) Muffler and Repair shops. However, after speaking with Ken and Tony the owner and manager @ the location on Warren & Caddieux he discovered that small business are being quasi mistreated by the city. The city has lost twenty-seven Midas' with shoddy inspections, overbilled items like taxing the small businesses' Gas and Electric bills that are paid to DTE(TM). Not to mention taxing them right out of our jurisdiction! This company had to pay a private person -$400.00 to pick up trash in front of its corridor down Warren & Caddieux. Other instances where private partners like Blight-Busters are working to strategically align themselves with entrepreneurs like La Tonya Coleman who recently purchased a building on Grayhal on Detroit's deep West Side for future development as an Early Childhood Education center. Blight-Busters(SM) worked to help rid her commercial site from debris the city should have cleaned up. No wonder Detroit is having a hard time attracting more small businesses! Why cannot small companies like Strictly Sportswear(TM) and Henry the Hatter(TM), companies that are representative of Detroit, be franchised nationally and Detroit be the National headquarters of their operations. **Platform*** Clever Industry Why is it so hard for other national franchises like; Applebees(TM), Oliver Garden(TM), Tim Hortons(TM), Krispy Kreme(TM), Fridays(TM), Ponderosa(TM), Outback Steakhouse(TM) to open up in a underdeveloped commercial property that the city currently owns? How? The city could use the unused real estate to stimulate the economy by transferring the deeds to entrepreneurs that could use the land and building to secure loans. Mr. Foster once elected will espouse a program called CPR. This is a take on the phrase cardio-pulmonary-resuscitation : However, as Mr. Foster means it, it denotes Commercial Property Re-distribution or resuscitating industry in the city. Putting vacant surplus commercial property owned by the city into the hands of Entrepreneurs as a form of seed capital to help a risk taker in gaining capitalization via collateral. (some working capital would be great; this would be ideal for those who have taken the buy-outs from the Big 3) The City must do more to help entrepreneurs expand their operations. **Platform** Creative Idea Mr. Foster once elected will motion to cut all property taxes by one third for all Residential Property owners and Commercial Property Owners! Why should only the "so-called" upscale neighborhoods get a 1/3 tax reduction when the rest of the city's hard working citizens do not, especially the small businesses in this city! **Platform** Creative Idea Mr. Foster once elected will be hiring a professional team or staff. Each of his staffers should have a graduate degree or working diligently to acquire one in the following areas of need: Business Administration/Management, Political Science/Government, Public Administration/Public Policy, Sociology, Social Work, etc. He will also "aggressively" seek to hire a Hispanic presence to his staff to help him nuance issues concerning Southwest Detroit and its new Gateway Project! **Platform** Continuous Innovation Mr. Foster once elected will forego the costly "Public Parachute." The Public Parachute is likened to the "Golden Parachute." Citizens have heard talk about by this by the national media. A Golden Parachute is when a CEO of a company like at Lehman Brothers that got the bailout, runs a company into the ground, lays off tens of thousands of workers, but yet finds tens of millions of dollars for perks and bonuses for the administrators!! Likewise, a Public Parachute is when elected officials and government administrators at all levels from the cities to the federal government continue to get high salaries, and perks like free cars and free gas-but the City of Detroit for example has a $300,000,000 deficit. So, how can the Detroit City Council demand to be paid a full salary of over $80,000.00 per year and get a free car and free gas? The Public Parachute! Mr. Foster believes for a salary of over $80,000.00 a year a City Council person should be able to lease a car of their own and thereby decrease the liability and variable costs of managing the city operations. **Platform** Continuous Innovation Mr. Foster once elected will self term limit. Another ingenious way to save money in the budget and impress Wall ST. where the city of Detroit borrows money from, to fund municpal projects, is to mandate-one eight year term limit. It costs approximately 3.5million to do one regular citywide election. If that is curtailed to one election every eight years that city will save 3.5million. In conjuction with eventually limiting the Council to five individuals will save an additional 22million over the same eight year period for a collective saving of nearly 27million. He will step aside after eight years as he hopes to become a Community College/University Provost after two terms in office/fulltime entrepreneur. **Platform** Continuous Innovation Mr. Foster once elected will motion for a "Standing Committee on the Charter" to be added to the other Standing Committees so that the recent consternation over the Charter and its'; power to remove people from office, rewriting the charter to represent by Ward or District and the issue of term limits can be addressed by a Standing Committee on the Charter. This is one solution that is totally unique to Mr. Foster and shows he is willing to benchmark the U.S. Congress in this instance since the U.S. Congress has a Standing Committee on the U.S. Constitution (the USA's Charter). **Platform** Clever Industry Mr. Foster believes there is Something Special About Detroit. He envisions new technology components related to the national Energy Question to be answered by Detroit! "Why can't the City of Detroit take abandoned industrial spaces that it owns in its surplus land, and use it as 'seed' capital for new Entrepreneurial Activity. The city could strategically align with higher learning institutions and launch start-ups out of Wayne State University and its School of Business or from the University of Michigan's Ross School of Business or Michigan State University's Eli Broad School of Business. Detroit can afford to give underutilized land away free, that it owns, if the Entrepreneurs pledge to hire Detroiters and start to pay the reduced property taxes annually and to keep the future Company in Detroit for 100 years! **Platform** Creative Idea Squash the new Cobo Deal (for a 30 year franchise) and build a brand new NBA/Auto Show Complex (Truly and Really Based in Detroit that is proud to be in Detroit when it uses our historically famous name) on Belle Isle. This new complex could have dual use and serve as a new Convention Complex! Give the land away to a Derrick Coleman, Jalen Rose, Chris Weber, Steve Smith, Isaiah Thomas or Magic Johnson to build a new edifice called the North American International Complex! Across the waterway from Windsor, ON. Give the land away for free say 60 acres in all. But then the new arena could be used for making an Olympic Bid to add to the other stadiums we have in Detroit. If that logic held sway many in the U.S. Congress in either chamber would be unfit as they sat idly by while the USA terrorize its own citizenry-unless you do not think hangings, rape, murder, and segregation were opprobrious.
The statistics on the number of those who really 'did not do it' in prison says its about less than five in 100! 95% accuracy is a high defective rate-it sounds good academically except if you are one of the 100,000 lives this would involve out of the 2,000,000 inpriosned men and women in the US Penal system aka the Prison Industrial Complex.
