PAST.CPS is to inform families of the mishaps of CPS as well the rights of their children.One objective of this program is to keep children in touch with family members with biological parents. Another objective of this program is to connect children through the CPS/DCFS and or processes.This program will help inform individuals of the Pro?s and Con?s of CPS/DCFS. 80 percent of the children taken from parents stay in the system.Due to this process foster parents have more rights than biological parents.When a child and or (children) are taken from their biological parents it's in the best interest of courts to place.There have been cases reported where CPS has placed false allegations on the biological parents in order to remove children from their known residents.Therefore,the system makes money off the children who never receive the services that was promised to them.In most case the people who are affected by this program are poverty stricken people with very low incomes.

TRENTON, N.J. - A 15-year-old New Jersey girl set up her 7-year-old stepsister to have sex with as many as seven men and boys at a weekend party near their home and also accepted money for herself, police said.

Trenton police Capt. Joseph Juniak said Wednesday that the older girl started by taking money to have sex with several men at a party in a high-rise apartment. The teen then gave some of the money she had collected to the younger girl to let the men start touching her, Juniak said.

"It went from touching to straight out assault and rape," Juniak said. "They threatened to kill her if she screamed or told anyone."

The child later put on her clothes and left the apartment; her sister stayed. Two women found the child crying outside the apartment and walked her home.

The teen is charged with aggravated sexual assault, promoting prostitution and other crimes. Her name was not released because of her age. She was being held in a juvenile detention facility.

A spokeswoman for the county prosecutor's office, Casey DeBlasio, said prosecutors would seek to have the teen tried as an adult.

Police believe as many as a dozen people were at the party. They are trying to track down the men and boys who attended and additional arrests are expected.

Police said the girls were outside Sunday afternoon in the neighborhood when the 15-year-old ran into two young men she knew who invited her to a party at the apartment. Rather than leave the 7-year-old behind, the teen took her along.

At the party, the 15-year-old starting having sex with several of the men for money and then gave the younger girl some cash to let a group of men touch her, Juniak said. He would not say how much money was exchanged.

The girls' parents reported them missing late Sunday afternoon. Police had just arrived at the home when the 7-year-old returned, Juniak said, and told her parents what happened.

The child was treated at a hospital, and police said child protective services is working with the family to get her psychological help.

'Can't imagine the horror'
Trenton Mayor Doug Palmer called the crime "sickening" and said it was among the worst he's seen in his 20 years as mayor.

"The police are taking this personal," the mayor said. "I know there's a place in hell for all the people that participated in this, and I'm sure they will get there."

"Personally as a father with a 7-year-old daughter, I can't imagine the horror," Palmer added.

Child Abandonment Law & Legal Definition

Child abandonment is the practice of abandoning one's child outside of legal adoption. An abandoned child is called a foundling. Child abandonment is a criminal offense under state laws, which vary by state. In some states, a parent considering abandonment may be able to take the child to a safe place where they will not be prosecuted. Child abandonment may lead to murder, manslaughter or aggravated abuse charges. Poverty is the cause of many abandonment cases.

The following is an example of a state law governing child abandonment:

Child Abandonment.

(a) A person commits the offense of child abandonment when he or she, as a parent, guardian, or other person having physical custody or control of a child, without regard for the mental or physical health, safety, or welfare of that child, knowingly leaves that child who is under the age of 13 without supervision by a responsible person over the age of 14 for a period of 24 hours or more, except that a person does not commit the offense of child abandonment when he or she relinquishes a child in accordance with the Abandoned Newborn Infant Protection Act.

(b) For the purposes of determining whether the child was left without regard for the mental or physical health, safety, or welfare of that child, the trier of fact shall consider the following factors:

the age of the child;
the number of children left at the location;
special needs of the child, including whether the child is physically or mentally handicapped, or otherwise in need of ongoing prescribed medical treatment such as periodic doses of insulin or other medications;
the duration of time in which the child was left without supervision;
the condition and location of the place where the child was left without supervision;
the time of day or night when the child was left without supervision;
the weather conditions, including whether the child was left in a location with adequate protection from the natural elements such as adequate heat or light;
the location of the parent, guardian, or other person having physical custody or control of the child at the time the child was left without supervision, the physical distance the child was from the parent, guardian, or other person having physical custody or control of the child at the time the child was without supervision;
whether the child's movement was restricted, or the child was otherwise locked within a room or other structure;
whether the child was given a phone number of a person or location to call in the event of an emergency and whether the child was capable of making an emergency call;
whether there was food and other provision left for the child;
whether any of the conduct is attributable to economic hardship or illness and the parent, guardian or other person having physical custody or control of the child made a good faith effort to provide for the health and safety of the child;
the age and physical and mental capabilities of the person or persons who provided supervision for the child;
any other factor that would endanger the health or safety of that particular child;
whether the child was left under the supervision of another person.
(c) Child abandonment is a Class 4 felony. A second or subsequent offense after a prior conviction is a Class 3 felony.

Well I want t start by saying Hello to everyone. I have been aways working on my case an my group. I wanted to share that I have found a lawer to take my case with me and my children(loving this). Well I want everything from DCFS but if not I want to know where all of the children are their changed names and records. I would like to let everyone know if their are things I need to know please let me know. I have writen all the way up to the White House about whats going on. I have alot of people calling me trying to help out with the mess up with the IL DCFS system. I will be posting things from time to time leting the groups know whats going on. Right now we are requesting for all information and files. After that I will go threw it with a fine comb and pick it apart. I will try to do this all myself and with 10 kids it may take sometime but Love will get me there this. I have three children that are out of the system but I will fight for their rights as well.
