E. Africa: Uganda Went to South Sudan and All It Brought Back Were Refugees




The United Nations this week declared an outbreak of famine in South Sudan. The statistics from that country, whose internecine conflict is now in its fourth year, are grim: 100,000 people on the verge of starvation; five million - four out of every 10 - in need of urgent assistance.
